The present technology pertains to a transmission device, a transmission method, a reception device, and a reception method that enable a process of the reception device to be easily performed. The transmission device generates and transmits a physical layer frame including, as information about a physical layer, process control information for controlling a process of the reception device during emergency warning broadcasting. The reception device receives the physical layer frame, and processes the physical layer frame in accordance with the process control information. The present technology can be applied to, for example, a transfer system capable of handling a broadcast scheme of a terrestrial digital television broadcast.
